The Norwegian Defence Materiel Agency (FMA) has published a voluntary notice of limited competition and invites Norwegian suppliers to submit qualification applications for vessel design and concept development under Project P1118 – Standardised Vessels for the Royal Norwegian Navy.

The Norwegian Defence Materiel Agency (NDMA/FMA) has issued a voluntary notice of limited competition and invites Norwegian suppliers to submit qualification applications for vessel design and concept development under Project P1118 – Standardised Vessels for the Royal Norwegian Navy.
The procurement is part of Project P1118, currently in the pre-project phase. The Royal Norwegian Navy has defined operational needs, operational concepts, and functional requirements. During this phase, Norwegian industry is invited to collaborate with NDMA on developing vessel designs and concepts. A decision basis for parliamentary approval will also be prepared.
Shipbuilding contracts will be announced through separate procurements following parliamentary approval and the issuance of an implementation mandate. These contracts will realize the solutions developed during the pre-project phase.
Project Overview
Project P1118 involves the development and acquisition of a new standardised vessel class in two sizes, adapted for both offshore and coastal operations. The project will replace seven existing non-helicopter-capable vessel classes with up to 28 vessels, delivered in four variants for the Navy and the Coast Guard. The programme is intended to enhance operational capability, standardisation, and long-term maritime preparedness.
